Kevin Cooke
Associate CIO for IT Corporate Management, U.S. Department of Energy Office of the Chief Information Officer
Mr. Cooke's Federal career spans over 20 years of service conceiving, designing and implementing Information Technology (IT) solutions as well as managing IT resources, budgets, and programs for Federal agencies. Currently, he brings this creativity, energy, and experience to the Department of Energy (DOE). Mr. Cooke is responsible for all administrative functions of the Office of the CIO including audits, budget, contracting, and human resources. At the corporate level, he manages the Enterprise-Wide Agreement Program for information technology services, hardware and software. Mr. Cooke is responsible for the human capital management functions of the Office of the CIO and manages workforce planning initiatives for the Department’s IT workforce.
Mr. Cooke began his career with the Federal Government as a co-operative education student at the National Security Agency and the Department of Interior. After completing a Bachelor of Arts degree in Mathematics at Kentucky State University, he worked at the DOE Ohio Field Office, serving as a Computer Specialist, Cyber Security Program Manager, Y2K Project Manager, and Training Manager. Since joining the DOE Office of the Chief Information Officer, Mr. Cooke has progressed through roles as IT Specialist, Director of IT Office Systems, and Director of the Office of Human Capital and Administrative Management, to his current position as the Associate CIO for Information Technology Corporate Management.
As a proponent of communications, Mr. Cooke coordinates and shares knowledge with peers through various teams, committees, and training. He is active on the Federal CIO Council: Workforce and Human Capital for IT Committee, the DOE CIO Council, serves on the board of the Government Information Technology Executive Council, and is a graduate of the Federal Executive Institute and the American Council for Technology / Industry Advisory Council Partners program. He has served as an instructor on contracts for the Association on Public Private Partnerships and the American Council on Technology, and as an instructor on federal budgets for the Potomac Forum. Mr. Cooke has represented the Office of the CIO and Departmental interests on human capital focus groups to revamp HR processes and served on subject-matter-expert panels including the SES Candidacy Development Program. In addition, he serves as a team leader negotiating a new contract between DOE and the National Treasury Employees Union.
Mr. Cooke is diligent in creating an educated, diverse, and motivated workforce. He aggressively pursues opportunities to mentor staff across DOE and is active in recruiting for DOE. Mr. Cooke managed recruitment efforts for the Office of the CIO that resulted in increasing the OCIO’s diversity profile to 65%. He sits on the Kentucky State University Foundation Board and has led numerous seminars for high school and college students encouraging working for the Federal government and DOE.
Mr. Cooke manages over $150 million dollars in contracts and he leads in expanding business opportunities for small and disadvantaged businesses. His leadership in this area has resulted in the Department consistently reaching its small business award goals.
Mr. Cooke is a recognized leader in his field, evident by his selection by CIO Magazine as a One to Watch, an honor bestowed upon rising stars in IT who are primed to become future CIOs. In addition, Mr. Cooke serves for the board of directors for the Government IT Executive Council and Government Open Source Conference.
